Dr. Joao Schwarz Dasilva, Director of the Converged Networks and Services Directorate, European Commission
Dr. JOAO SCHWARZ DASILVA is the holder of a PhD in Computing and Systems Engineering from Carleton University, Ottawa, Canada.
Over the last 35 years he has successively worked for the Government of Canada and for the International Telecommunications Union in Geneva. He joined the European Commission in 1991 where he is currently Director of the Converged Networks and Services Directorate of DG-INFSO where he oversees all the R&D work relating to mobile communications, broadband networks including satellite communications, audio-visual and home networks; software engineering and ICT for enterprise applications. He is responsible for Challenge 1 within the current ICT-FP7 programme.
He is the recipient of several awards including the UMTS Forum, the IPv6 Forum and the Wireless World Research Forum. He is the author of some 50 technical and scientific papers and numerous presentations.

Mike’s career spans 35 years in Electronics and Telecommunications, with the last 22 years in Mobile Communications. He was appointed Director of Cellnet in 1989 dealing with major infra-structure investments and commercial agreements. In 1993 the focus moved to launching Cellnet’s GSM service and establishing Roaming Agreements.
He was elected Chairman of the global GSM Association for 1995/96 and served on their Executive Board for 5 years. He has also served as a member of the UK Home Office Internet Task Force, UK OSAB (Ofcom Spectrum Advisory Board) and DCSF Home access to Broadband committees. He is the current Chairman of the UK Government Trade and Investment ICT Sector advisory board and Board member of UK Child Council for Internet safety, as well as a Vice President of IET
Mike chaired the Mobile Data Association 1998 - 2008, and is now Honorary President – MDA.
After looking after Cellnet’s 3G strategy and external relations he was appointed VP Technology for O2 Group in 2000, prior to demerger from BT.
Mike’s focus today is on European Public policy including Data applications destined for the Public Sector and Development priorities in this area.
In the last 5 years Mike has also been appointed Visiting Professor at Surrey University, De Montfort and Lancaster Universities, and to the Boards of Coventry University Board and Ravensbourne College . He was awarded an honorary Doctorate in 2008 for services to the Mobile Communications industry. He is a Fellow of IET/BCS/CIPS/RGS and a Member of the Royal Television Society
Dr Hideo Okinaka, VP/GM, Strategic Planning Division, KDDI, Japan
Dr. Hideo Okinaka is Vice President and General Manager of Emerging Technologies and Spectrum Division at KDDI Corporation and responsible for industry and government relations on technology matters including investigation into emerging technologies, standards strategy, bridging the valley between standardisation and implementation, and spectrum affairs. Prior to assuming the current role in April 2006, he was responsible for the corporate level technology strategy as Vice President and General Manager of Strategic Technology Management Division. Until March 2004, he had been working on the cellular telephone business since 1991, including business development strategy for the KDDI’s “au” business unit as Vice President, the Japanese TDMA and IMT-2000 system development, and licence bidding in offshore markets. Prior to this, he spent 14 years for R&D primarily on the satellite communication system engineering with particular emphasis on mobile satellite systems at KDD and Inmarsat.
He currently serves on the Board of Directors of WiMAX Forum. He was the Chair of 3GPP2 Steering Committee in 2003-2004 term and also served as the Chair of 3GPP2 TSG-S, Services and Systems Aspects working group, from its foundation in 1999 till January 2001. He was also a member of the Board of Directors of Mobile Wireless Internet Forum (MWIF) during the entire period of its life.
Dr. Okinaka received Morita Prize and Achievement Award from the Institute of Electronics, Information and Communications Engineers of Japan for his contribution to the development of digital mobile satellite communication systems. He was also praised by Recognition Award from the ITU Association of Japan for his contribution to the 3G mobile system standardisation. He earned a B.S. degree in applied physics, a M.S. degree in physics and a Dr. Engineering degree in communication science from Waseda University.

Johan Wickman is since 2007 VP, Head of R&D Business Area Mobility Services, Telia Sonera Mobile Networks AB. He also holds the position as head of TeliaSonera Patent Business. In 2006, before the reorganisation of the group into Business Areas he was acting Corporate CTO. A key focus over the last year has been to bring R&D closer to the market. As a result he has introduced a new method and arena for soft launching R&D results called TeliaSonera Innovation World. In parallel, the R&D unit is currently responsible for ramping up the 4G/LTE activities together with world class partners. Mr Wickman’s background includes Master of Science education in Engineering Physics from Chalmers Technical University. Since 1988 he has been working in the area of Mobile and broadband communications initially at Ericsson AB followed by various positions in the Telia group including Mobile communications researcher (more than 20 patents in the area of mobile communication/-networks), building up of emerging R&D units, Head of Strategic Business Development and Head of Strategic Partnerships
Prof Dr Heinrich M Arnold, President, Head of Innovation Development, Deutsche Telekom AG
Since 2004, Dr. Heinrich Arnold heads up ‘Innovation Development’ – Applied Corporate R&D – at Deutsche Telekom AG, Laboratories, and further executing units of the corporation as well as with external partners and subcontractors. In addition, Dr. Arnold is in charge of R&D strategy, the Office for Technology and Market Trends Research which includes exploration, technology scouting, and customer driven innovation. Arnold also takes care of the entrepreneurship and spin-off activities at T Labs. Prior to this, he helped to prepare the large scale spin-off of Telekom’s TV cable business and oversaw organizational and strategic projects in terms of innovation at Deutsche Telekom AG.
Before his engagement at Deutsche Telekom AG, he worked for Mercer Management Consulting and as a member of the management team of the German-Chinese research company Bicoll Group.
Arnold studied Technical Physics at the Technical University of Munich. He graduated with a Master of Science in Engineering from Stanford University, a Master of Business Research from Ludwig Maximilians University, Munich and MIT, Cambridge, Massachusetts, as well as a Ph.D. from Ludwig Maximilians University, Munich in Technology Management.
Dr. Arnold is a lecturer in Innovations Management and Engineering Management, the author of the scientific book, Technology Shocks, on the management of radical technological change, and a member of the Innovation Leadership Advisory Boards of the School of Engineering at the University of Illinois at Urbana-Champaign. He is active in the Scientific Committee of the Münchner Kreis, as a referee for the German Ministry of Education and Research, and represents Deutsche Telekom as a member of the Feldafinger Kreis, and in the academic selection committee for new professorships at the TU Berlin. Dr. Arnold has recently been invited to the first European Young Leaders Forum as well as the Global Young Leaders Forum of the Quandt Foundation. Arnold is married and has two sons.
Gerald Santucci, Head of Unit for RFID, Directorate General Information Society & Media, European Commission, Belgium
Gérald Santucci has been working in the Information Society and Media Directorate-General of the European Commission since February 1986. In March 2007, he was appointed Head of the Unit Networked Enterprise & Radio Frequency Identification (RFID). The unit's portfolio includes some 50 R&D projects, grouped around two clusters, which address the development of ICT-based systems supporting the Future Internet Networked Enterprise and the shift from contactless technologies towards the Internet of Things.
The adoption by the European Commission, in March 2007, of a Communication on RFID has constituted a first milestone towards the achievement of a European policy framework regarding RFID. Work underway includes the monitoring of a Commission Recommendation on the implementation of privacy and data protection principles in RFID-enabled applications and a Commission Communication on the Internet of Things.
Over the years, Gérald has gained extensive experience in the activities of the Directorate-General through his involvement in research management, including heading the Unit "Applications relating to Administrations" (i.e. eGovernment) 1999-2002, the Unit "Trust and Security" 2003, and "ICT for Enterprise Networking" 2004-2006. During the period from 1986 to 1989, Gérald managed the preparatory work that led to the AIM (Advanced Informatics in Medicine) exploratory action, which still exists today in the form of the ICT for Health unit of DG Information Society and Media. In 1991-1993, he was involved in the Uruguay Round Trade Negotiations with respect to Semiconductors (tariffs, rules of origin, direct investment) and drafted a Commission Communication on the European Telecommunications Equipment Industry.
In November 2008 Gérald Santucci received the Honourable Mention in the Asset Tracking Forum segment of the ID People Awards ceremony at the seventh ID WORLD International Congress in Milan. This recognition underlined Gérald's untiring efforts to drive forward and foster a coherent European approach to RFID that ensures common standards, harmonized legislation as well as compatible guidelines.
Gérald holds a Master's degree from the Institute for Political Studies in Paris, and a Ph.D. in Microeconomics from the University of Paris 12 Val-de-Marne.
Marc Grant, Principal Technical Architect, Radio Standards, AT&T, ETSI Board Member
Marc Grant is Principal Technical Architect for AT&T Radio Standards and has been with AT&T and its predecessors, Cingular Wireless and SBC Technology Resources, since 1998. Marc has been working with experts on the creation of EDGE, UMTS/HSPA,LTE and LTE-Advanced specifications and led efforts to create various reports for the IMT and IMT Advanced technologies in ITU-R Working Parties 5D and 8F.
Previously, he was with Sprint PCS and Nortel, where he worked on the cdma2000 technology roll out and led the creation of the first base station open interface specification.
Marc also has 10 years prior experience with Raytheon Systems as a Senior Systems Engineer.
He is currently Vice-Chair of 3GPP TSG-RAN, Chair of the Radio Aspects Sub-Working Group in ITU-R WP 5D, and Chair of the GSM-NA Terminal Working Group. He is a member of the ETSI Board. Marc served as Vice-Chair of 3GPP TSG-RAN from its inception in 2000 until 2006. Marc has a B.S. in Engineering Management from Amberton University in Garland, Texas, and an A.S. in Electronics Technology from DeVry Technical Institute.

Ramjee Prasad, Director, Center for TeleInFrastruktur (CITF), Aalborg University, Denmark
Professor Ramjee Prasad is currently the Director of Center for Teleinfrastruktur (CTIF), and holds the chair of wireless information and multimedia communications. He is the project leader of several international, industrially and European Commission funded projects. He has published over 700 technical papers, contributed to several books, and has authored, coauthored, and edited over thirty books. His latest book is "Introduction to Ultra Wideband for Wireless Communications".
Prof. Prasad has served as a member of the advisory and program committees of several IEEE international conferences. He has also presented keynote speeches, and delivered papers and tutorials on WPMC at various universities, technical institutions, and IEEE conferences. He was also a member of the European cooperation in the scientific and technical research (COST-231) project dealing with the evolution of land mobile radio (including personal) communications as an expert for The Netherlands, and he was a member of the COST-259 project. He was the founder and chairman of the IEEE Vehicular Technology/Communications Society Joint Chapter, Benelux Section, and is now the honorary chairman. In addition, Prof. Prasad is the founder of the IEEE Symposium on Communications and Vehicular Technology (SCVT) in the Benelux, and he was the symposium chairman of SCVT'93. Presently, he is the Chairman of IEEE Vehicular Technology/Communications/Information Theory/Aerospace and Electronics Systems/Society Joint Chapter, Denmark Section.
In addition, Prof. Prasad is the coordinating editor and editor-in-chief of the Springer International Journal on Wireless Personal Communications. He was the technical program chairman of the PIMRC'94 International Symposium held in The Hague, The Netherlands, from September 19-23, 1994 and also of the Third Communication Theory Mini-Conference in Conjunction with GLOBECOM'94, held in San Francisco, California, from November 27-30, 1994. He was the conference chairman of the fiftieth IEEE Vehicular Technology Conference and the steering committee chairman of the second International Symposium WPMC, both held in Amsterdam, The Netherlands, from September 19-23, 1999. He was the general chairman of WPMC'01 which was held in Aalborg, Denmark, from September 9-12, 2001, and of the first International Wireless Summit (IWS 2005) held also in Aalborg, Denmark on September 17-22, 2005. He was the General Chair of the First International Conference on Wireless Communication, Vehicular Technology, Information Theory and Aerospace & Electronic Systems Technology (Wireless VITAE) held on May 17-20, 2009 in Aalborg.
Prof. Prasad was also the founding chairman of the European Center of Excellence in Telecommunications, known as HERMES and now he is the honorary chairman. He is a fellow of IEEE, a fellow of IETE, a fellow of IEE, a member of The Netherlands Electronics and Radio Society (NERG), and a member of IDA (Engineering Society in Denmark). Prof. Prasad is advisor to several multinational companies. He has received several international awards, including the "Telenor Nordic 2005 Research Prize" (website: http://www.telenor.no/om/).

Howard is the director of Cellular Standards within Motorola’s mobile devices business, with responsibility for setting and executing standards covering 3GPP, 3GPP2, WiMax, and OMA. He studied at Bradford University in the UK, gaining a BEng in 1986 and finished his PhD in direct digital frequency synthesis in 1989. Working for a number of large US communications companies he moved from the military communications arena into GSM in 1992. From then he has been active in the ETSI and 3GPP standards areas, becoming chairman of 3GPP RAN 4 (UMTS radio performance and RF requirements) in 1998, a post he held for 8 years. He is still very active in 3GPP and represents Motorola at the SA and CT plenary meetings, and is a member of the ETSI board.

He is the Head of Mobile Communications Research at the Centre for Communications Systems Research (CCSR), Faculty of Electronics and Physical Sciences, The University of Surrey in the UK.
He has published more than 500 research papers in refereed journals, international conferences and as invited speaker. He currently has more than 15 patents in the field of mobile communications.
He is the editor of two books on "Technologies for Wireless Future" published by Wiley's Vol.1 in 2004 and Vol.2 2006.
He is the founder and the past Chairman of IET International Conference on "3G Mobile Technologies".
He is currently chairman of EU e.Mobility Technology Platform Expert Group, and Working Group on "Post-IP" Future Internet.
He is advisor and consultant to a number of mobile companies and currently member of Scientific Advisory Board of Telefonica I+D.

Werner Wiedermann, is part of the Business Development team and in charge of Technology and Innovation Management including co-ordination of research programs within mobilkom austria.
Born in Austria, Werner completed his studies of electrical and communications engineering at the Vienna University of Technology, receiving his doctorate in 1985 - at which time he was also active in international research.
Werner has long experience in the field of mobile communication. He started his career in 1986 as an engineer for radio and transmission networks. On the foundation of mobilkom austria in 1996, he took over the management of the area of network planning. Later on he was responsible for systems engineering and mobile service development. Since 2002 he is in charge of mobilkom austria’s innovation and research activities.
He is also a lecturer in telecommunication at University of Applied Science in Vienna (Technikum Wien) and Mobile Computing (Hagenberg). Furthermore, he represents mobilkom austria at various national and international committees. Furthermore he is deputy chair of the UMTS Forum’s Operator Group.

Dr. Roberto Lattuada holds a PhD in GIS and 3D modelling from the University of London and a Master in Computer Science from the University of Milan.
He has more than 15 years experience in the IT and Mobile industry having worked with companies such as Oracle(US), Vodafone(Italy) and TTPCom-Motorola(UK).
He is currently based in the UK working for T-Mobile International in the Strategy and Innovation Group; he is responsible for the mobile devices OS/Platforms strategy for the company and for the Mobile Devices Selection.

Anthony Wiles, Director of the Centre for Testing and Interoperability, ETSI (CTI)
Anthony Wiles is the Director of the Centre for Testing and Interoperability at ETSI (CTI). He has many years experience in both data- and tele-communications with particular expertise in the specification of communication protocols and the development and application of advanced testing techniques. Prior to joining ETSI Anthony was with Telia Research and Ericsson (EllemTel) in Sweden, heading Telia's Requirements Engineering Laboratory in Stockholm.
Anthony was deeply involved in the development of the widely used testing methodology, ISO/IEC 9646 and was leader of the ETSI Specialist Task Force that developed the first edition of the increasingly popular standardised testing language, TTCN-3. He is author/co-author of many refereed journals and conference papers and has organized and chaired several international conferences, including Testcom 2003 and a series of International TTCN-3 User Conferences.
The current work of ETSI CTI includes the development of conformance and/or interoperability test specifications for many technologies including UMTS/LTE, IP Multimedia Subsystem (IMS), Intelligent Transport Systems, Electronic Signature, WiMAX, SmartCards and IPv6. The centre also organises interoperability events, or PlugtestsTM , (over 100 to date) for the validation and testing of ICT standards.
Francisco J. Jariego, Director of Technology Strategy and Member of the Executive Committee of Telefonica I+D (Research & Development)
Francisco holds a Ph. D in Physics from Autonoma University of Madrid. He joined Telefonica I+D in 1990 where he has been involved in research projects in network planning, operation & maintenance, supply chain management, business intelligence, strategic planning and regulation. During the deregulation of the Spanish telecommunications market, he actively participated in the development of techno-economical studies about network evolution and cost structures that led to the development of a cost-accounting system for Telefonica.
He has served as Director of Network and Services Management until 2009, and he is currently responsible for the definition and coordination of Telefonica I+D's technological strategy

Harbir is an Executive Director with the Structured Loan & Capital Markets (“SLCM”) team based in London. The SLCM team of ABN AMRO specializes in structured financing for corporate for both loan and capital markets. Harbir’s own specialization is lending to the Telecommunications, Media and Technology sector and in acquisition financing.
Harbir has over 16 years of experience in banking. He joined ABN AMRO/RBS in India in 1993 and has since worked with the bank in Singapore, Amsterdam and London.
Harbir obtained his Bachelor of Technology in Electrical Engineering from the Indian Institute of Technology, Delhi and subsequently completed his M.B.A. from the Indian Institute of Management, Calcutta.

Giulio Maggiore joined CSELT, R&D Telecom Italia Group in 1993. In 2000 he joined TIM as UMTS, GPRS, IN Core Network Testing. In 2005 he joined Telecom Italia as Mobile Core Network Testing project manager. Present position in telecom Italia is Mobile IMS implementation in Mobile Control Layer Engineering Group. He is currently ETSI TC INT (IMS Network Testing) Chairman.

Michael has practised as an Attorney-at-Law for several years at the Düsseldorf office of the renowned IP-boutique Preu Bohlig & Partner in the fields of contentious and pre-contentious matters in all areas of Intellectual Property Rights, with a particular focus on patents. In this function he has represented clients from technology-driven industries and acquired significant experience in domestic and cross-border patent infringement litigation. Michael shows also work experience in Brazil, where he was active for the IP-specialised law firm Dannemann Siemsen Bigler & Ipanema Moreira.
Michael further acted as the Legal Affairs Director at the European Telecommunications
Standards Institute (ETSI). In this role he has been advising the Board, the General Assembly, the Director-General and other senior executives of the ETSI Secretariat on legal issues with a main emphasis on IPRs and Standardisation. He has actively participated and contributed to thework of the ETSI IPR Review ad hoc group and the standing ETSI IPR Special Committee. He is the author of prominent changes in the ETSI Directives, such as the implementation of the mechanism of ex-ante disclosure of licensing terms, the ETSI Antitrust Guidelines or the review of the procedure of Clause 8 of the ETSI IPR Policy.
Prior to joining Research In Motion, he was in charge of defining, driving and representing Nokia's IPR position for various wireless technology and content related standardization activities. He has also been involved in licensing negotiations as well as in litigation. Michael has written and presented on issues at the intersection of Intellectual Property Law, Antitrust and Standardisation in Europe, the United States, China and Japan. Michael is bilingual German/French (German first language), business fluent in English and he has a basic knowledge of Portuguese.

Reinhard is Global Head of Standardisation & Industry Engagement, reporting to the Global Director Research & Development in Vodafone’s Technology Division. He is responsible to link the standardisation strategy to Vodafone’s mid-long term technology. Furthermore he leads R&D’s Consumer activities with focus areas such as device evolution, developer outreach and social media/web.
Prior to taking up this role, Reinhard was Managing Director of Vodafone Mobile Systems. From 1993 to 2000 Reinhard was Director & Global Head of Intranet Services within Deutsche Bank AG. From 1985 to 1993 Reinhard held several positions at Nixdorf Computer.

In 2000, Phil Brown followed a 20 year career as an officer in Royal Signals of the British Army by moving into the commercial telecommunication world just as the 3G licences were being auctioned in the UK and elsewhere in Europe. For the last 8 years he has been involved in the 3GPP groups responsible for UMTS handset conformance testing standards, the Global Certification Forum (GCF) and the relevant GSMA device related working groups. In particular he was chairman of the GCF Steering Group in 2008 and is the current 3GPP TSG RAN WG5 Chair, a role he has fulfilled since March 2005. He was contracted to work for (Hutchison) 3 UK for 2 years over the period of their 3G launch and is currently representing the interests of NTT DoCoMo; he is based in Newbury, England.
